| The Advertising Practitioners Council of Nigeria was established by Decree (now Act) No.55 of 1988 (Cap 7, Laws of Nigeria, 1990). as amended by Decree (now Act) No. 92 of 1993. However, the Council was officially inaugurated on November 14, 1989 by former Minister of Information, Prince Tony Momoh. This marked the birth of (APCON) as a principal actor in the Nigerian advertising scene.
Act 55 of 1988 empowers the Council to regulate and control advertising in all its aspects and ramifications. Among other functions, the council is charged with these responsibilities.
- Determining who are advertising practitioners;
- Determining what standards of knowledge and skill are to be attained by persons seeking to become registered as members of the advertising profession and reviewing those standards from time to time;
- Securing the establishment and maintenance of a register of persons entitled to practice advertising and the publication, from time to time, of lists of those persons;
- Conducting examinations in the profession and awarding certificates and diplomas to successful candidates as and when appropriate and for such purpose, the Council shall prescribe fees to be paid in respect thereof;
- Performing other functions conferred on the Council by the Act.
